Where to install it ?
Nowhere; it's just a wrapper for NTCore's 4GB patch tool (as stated at the beginning of the description). It doesn't install anything.
It checks if you have TW, KW, and/or RA3 installed, asks you to pick which of the three games you would like to patch, then uses the 4GB patch tool that it has inside of itself to patch your games automatically.
Run, tell it what to patch, done.

Dose it also solve the (exception in exception handler error) for CNC:3,Kanes Wrath downloaded via torrent
I am unsure; I believe that error is due to either outdated graphics drivers, wrong compatibility settings when running on a newer OS, or the lack of the proper DirectX 9.0c files needed by the game.
However, it could also be due to your game being torrented--there's no telling what repackers/crackers do to the game's files while in their possession. I highly suggest you get a legit copy of the game--either from Origin (preferably The Ultimate Collection to get all of the games cheaply) or Steam.
Not saying all of this to judge you for pirating the game--that's all on you; and this is just my take on it all. And due to EA's TOS, as well as me being affiliated with C&C:Online's support staff, I can't help you any further due to me knowing that you have a pirated copy of the game.

Ah, this tool doesn't address the DirectX issue; but you can try one of two things:
1) Download and install the DirectX 9.0c Runtime that the game uses; you can get that from me here: Mega.nz
2) Setting your game to run in windowed mode using the -win parameter

Hi, can I run on MAC OS?
I do not believe so, as I think I compiled this installer as 32bit; and its accompanying tool that NTCore created I believe was also compiled as 32bit.
Latest version of MAC OS does not support 32bit applications sadly, unless you're using Bootcamp or a virtual machine running Mojave.

The patch is not running , I don't know what is the problem,, It shows me a message couldn't open executable!
The installer doesn't see RA3 as installed, very likely because I'm running it in Linux under Proton, is there any alternative way to do this?
You can grab NTCore's 4GB patcher, which is what this tool uses in the background of things. You can grab it here: Ntcore.com
To use it, launch it, then use the File Explorer window that pops up to select your ra3_1.12.game file within your game's installation directory.

Hey there, by "Generals Mod", I'm assuming GenEvo? If so, it should work the same, as it simply patches your game's ra3_1.12.game file to use more memory. Just launch it normally, then go through the steps it details :)

Forgive me but I'm very bad at all this pacthing things and I tried to follow all the steps and for some reason I cant open the 4gb patcher it just downloads it to my files but dosent go through any of the instlation ption as in the preview all it does is tell me what app to open it with and my options are bs internet explorer, microsft word / paint, etc no instaltion wizard please help ima a die hard fan of cand c zero hour!

It's a 7zip file. You need to use either 7zip or I believe WinRAR to extract the exe from the .7z file archive.

What you need to do is install winrar, and then right click the download and extract it. The patcher can then be run by loading it as you would any other software.

Anywhere. It's just uncompressing an installer that you run afterwards. The installer you uncompress should pick up what games you have installed
